How is the Pantheon and the Invalides any different from a cemetery? Do you think the mere act of visiting a burial site is immoral?

A cemetery that charges an entrance fee..
Plenty of high-profile cemeteries do, Highgate Cemetery in London for example charges a fee despite just being a normal (if high-profile) cemetery. The French don't charge for access to Père-Lachaise however, which is the rough equivalent in Paris.

St. Paul's in London has tombs in it, and it charges a fee! It's a super normal practice.

How else could you manage the amount of people who would go?
