The rule is still open for comment.

FTA: The public comment period closes approximately July 13, 2026 (45 days from May 29 publication). Comments must be submitted to regulations.gov, Docket OMB-2026-0034.

Bro. Come off it. Absolutely no one thought that caligula appointing a horse to the Senate was a good idea (apocryphal as it is). Everyone thought that Aurelian's reforms were great.

They let caligula's debauchery happen, and killed Aurelian over his reforms for exactly the same reason. Corruption.
