I read somewhere the fine was $10k. This is immaterial to him. He might have considered that as a part of the cost of doing this business.

The fine is up to $10k but it can also incur a prison term of up to 5 years. The dichotomy in severity is probably reflective of income levels at the time the law was passed.
The news coverage focusing on election law missed something. This "giveaway" is very like the contests Mr Beast runs to make himself look generous but they're really illegal lotteries. It is unsurprising that Elon would use the same sloppy approach. But the FTC might have more to say about Elon's thing than the FEC.
