Everyone should use English. All technology should be in English, as it was in the beginning. Locales were a mistake and are a headache. Internationalization is a misguided boondoggle that enables a quagmire of fractured communication.

It depends. The mantainers can choose any language they like. I'm not sure but a part of Ruby was in Japanese and a part of Lua in Portuguese(Br) because the author were from those countries. (Perhaps only the email list? I don't remember the details.)

Anyway, I agree that it's easier to find contributor from all arround the world if the mantainer choose Broken English as the main language of the project. [Hi from Argentina!]

Simplified Chinese is the most efficient language, besides the 30 MB fonts. But there's no reason to use any font besides Noto Sans.
The vast majority of the world doesn't know English, why do you want to deprive them of technology?
I think something like at least a quarter of the world's population can at least get by in English, so while yes, there may be a majority that doesn't, that majority is far from "vast".
