AlKhawarizmi lived in Baghdad and was head Astronomer of the House of Wisdom there. Persia and Mesopotamia (modern-day Iraq) were under one political entity, along with Arabia, the Levant (modern-day Palestine, Syria, Jordan, and Lebanon), Egypt, and others.
