Bundles seem like a potential solution here.

Also I always imagined something like where I can load 20 dollars into an account and pay 10-20 cents for accessing an article. There could be a shared framework between many different news sites.

The problem is that publishers specifically do not want to be bundled together, as it reduces their ability to set their own prices.

Apple News+ does bundling, and it's pretty crap because it includes WSJ, but only some of their articles. Of course you have unlimited access to a bunch of news blogs, but that isn't worth the same as AAA news source.
