The real solution for laptops ~ just disable boost! (Granted, you might have to disable it via /sys every boot, but that can be scripted...) Laptops shouldn't be using boost anyways, because their form factors and CPU coolers just can't handle the heat output. |

On the other hand, if it's plugged in much of the time, then let it boost as much as it can, with speed only thermally limited. Otherwise you're not getting the true performance you paid for.
