Then we individualize the responsibility of dealing with the problem so that people can feel good about not tackling systemic problems. Or, a lot of people are harmed and no one really cares to do anything about it.
Why would they do that? Phishing campaigns rely on perfectly mimicking the look of a target website, for which all you need is right click->download image. Painting AI seems useless for such attacks.
