We develop new social and cultural institutions to mitigate it. They, however, further create divides along class, race, gender, ability, &c. Then we individualize the responsibility of dealing with the problem so that people can feel good about not tackling systemic problems. Or, a lot of people are harmed and no one really cares to do anything about it.
