As someone unfamiliar with web development, is Rails still a good choice for personal projects or small businesses that haven’t encountered any scaling limitations and are unlikely to for a long time? Is it a better tradeoff in terms of getting smart defaults for productivity and security?

Github is the largest site of its kind in the world and still runs on Rails. Stripe is one of the largest fin-tech companies in the world and still runs on Rails. Shopify is one of the largest e-commerce players in the world and runs on Rails. And so on.

Scaling isn't the issue people make it out to be and yes it's still a good choice.
