I was told a horror story about a dev who was given a project to complete only to turn out he had done nothing 3 months later. He was too ashamed to ask for help. They weren't doing standups at that time, or anything Agile.

If nothing else, standups prevent this.

You can prevent this by being human and check if everything is good for your teammate. Let a dev working 3 month without showing you anything is going to be a disaster.
Standups don't prevent that. You can have people saying things and still not revealing they need help. A weekly meeting could still caught the lack of progress in span of three months.

Plus, if he really "had done nothing 3 months later" then it is not about being ashamed to ask for help. Being ashamed to ask for help would explain unfinished things or technical problems here and there.

Being ashamed is likely an excuse there.

This is just a failing of their manager, were they not checking in at all in 3 whole months?
