You can easily do HIIT with minimal infrastructure. Burpees and jumping squats for example will get your pulse up in no time.

It will likely require a shower afterwards though which might pose a problem.

ok so to make this happen in an office setting, we'd perhaps need

1) A 60 degree F room to stave off sweating

2) Enough exercise to be healthy but that stops just short of making you sweat

3) (2) is variable based on body weight of course

My point is skip the office setting, do 10 mins of workout at home before you shower and save 20 mins of time.
I'd say do 20 minimum but your point is taken
