I believe that's referring to Xamarin and Cordova, which are now built into VS2015. Xamarin still requires a Xamarin subscription to compile and deploy the apps, though. On the other hand, they might also be talking about the new Universal Windows Platform bridges [1], which let you port your Android, iOS, Win32 and Web apps to native Windows apps.
