Unless you already have funding and can pay the CTO then what you're asking for gets asked millions of times a day. You have to realize it's easier to come up with an idea (I'm not going to debate the worth or potential worth of your idea because it's irrelevant here) than it is to execute it. Ideas, both good and bad, are a dime a dozen. Developers are the harder asset to find unless you're willing to pay them. Good luck in your venture though.
