It's not as easy to find as it should be, but you can recover deleted files on iCloud.com: https://support.apple.com/en-us/HT201104 (search for "recover") Whether that only works with intentionally deleted files or it would help with the ones in this post that were deleted because of system error, I'm not sure. |
