In the strictest sense, yes. The same way convicts can be truthfully said to be opressed or marginalized. That doesn't mean it's not deserved.

Only in that a large basis for what we believe to be acceptable or not comes from cultural norms, which can change over time, so it's a good stand-by to treat personal opinions and choices as irrelevant for professional decisions where possible. There are of course points at which it's hard to argue that someone's personal choices and decisions are affecting other aspects of their life and the people around them.
