That image... Seriously, when will Google stop doing things like these? Will they ever learn to be attentive?

What are you referring to?

It looks like its been compressed and made suitable for a web page where the image quality of that screenshot is pretty much irrelevant to everything.

Which seeing as they used it for a 400x248 image in the blogpost is pretty much exactly on point.

That was probably just a poor attempt by whoever edited the screenshot to de-emphasize the app in the background and highlight the actual permission dialog.
The permission dialog is also blurry and dithered. It's just barely noticeable because it's mostly white, but it's there also.
They might have saved as a 256 color GIF (resulting in the dithering) before re-encoding to PNG.
That looks great to me.
Are you talking about the overlapping chat bubbles? Yes it us ugly and easy to miss.
