No, I don't think. From the messages you get if multiple people edit a wave too quickly, the site seems to be pretty intensive given the resources they're currently running it on. If I had to guess, I'd say they're cultivating the server resources to match the needs of who's currently using it, and throttling the number of new users so that they don't overextend themselves. It seems like they're capacity beta testing, not feature testing (right now).
