By what virtue is this a standard? The very generic name? For HAL, there is at least an internet draft: https://tools.ietf.org/html/draft-kelly-json-hal-06

The first step in the standardization process is to register with IANA. We've done that. Then, you get a bunch of implementations. Then, you go to the IETF.
