Ask HN: Why are Indian websites designed so badly?

I mean, just look at these:

http://www.webanalytics.gov.in/

http://www.indianrail.gov.in/

https://www.irctc.co.in/

There's no end to this list. Why doesn't Indian government take some action to hire more capable designers. This isn't the first time it is been told that Indian websites are designed by school kids.

Is there any reason Indian government isn't taking care of it?
