Came here to say exactly this. When someone asks you to "transform this data" in a programming interview, then you assume it's to test your programming skills, so you start to showcase them.

The question also doesn't talk about platform. Windows doesn't have the GNU suite (or BSD for that matter) by default. On the other hand, if we start programming in a language, there is at least the assumption that the language is installed and configured on said system.
