You actually don't need police to collect parking tickets. Other countries have specialized kinds of law enforcement forces to handle traffic.

The NYPD actually has an entirely separate arm that handles parking tickets & traffic enforcement. They don't have guns and can't arrest you. They also drive around in silly 3 wheel cars.
