The mods have in place mechanisms to find submissions they think have slipped through the net and provide a boost for them. It's experimental and undocumented, but I saw it mentioned a while ago[0]. I think it's a good thing, even if it's somewhat arbitrary and has multiple false-positives and false-negatives.
