Is it not interesting that Mr. Obama evolved from "Transparency promotes accountability and provides information for citizens about what their government is doing," to "The administration’s war on leaks and other efforts to control information are the most aggressive I’ve seen since the Nixon administration" [1]?

What could have caused this?
