It may be the case for some of the Google apps but the lack of coherent design in many many many of the Play Store apps leaves a lot to be desired, and almost tarnishes the platform a bit.
This is a common problem that plagues every modern windowing environment. In my own experience, OSX suffers from this the least, but even there, inconsistencies between apps are pretty common.
