If you evaluate faculty and grants on research proposals but not the results, what stops a researcher making lots of big idea proposals, but never actually doing any work? At some point, someone needs to actually do the experiments. In your system there is no motivation to do that. What I think we need to do is reward negative results as much as positive results. |
