It would need to operate much like "perpetual care" at cemeteries. Fees for the services go into an irrevocable trust that runs much like an endowment -- costs are kept below the ongoing interest income of the account. As I understand it, these are rather tightly regulated in many states for the same reason you're asking this service to be dependable. |
