I think all German states have abolished tuition fees after lots of public outcry about them (http://de.wikipedia.org/wiki/Studiengeb%C3%BChr#Deutschland). It says that Niedersachsen decided to abolish fees for the 2014-2015 semester as the last state in Germany to do so.
