I'd say learn to program, but thoroughly learn a domain to apply it to as well. Ideally you'll pick the domain right, but learning what's involved in learning a domain thoroughly is itself hugely valuable. I don't know exactly when, in your educational trajectory, to advise what though. Probably depends partly on the particular domains you're considering.
