Service based Startups from foreign countries

I'm in the process of starting a startup that's in the ''Service on demand'' space, I'm from the Netherlands, I want to start this startup in the US, in August. I know I can legally SELL to the US, I can incorporate in the US, BUT, I can't LEGALLY WORK in the US, and I can only stay for 3 months in the US.

How do startups from foreign countries launch their startups in the US?

I can understand how Software based startups do this, but for service based businesses it's a different much more legwork needed kinda story.

I currently have a Visa Waiver.
