Non-'standard' resumes are terrible for recruiters as they have to be parsed before they can be read properly or added to any tool they may be using.

By 'standard' I pretty much mean PDF.

In EU the Europass CV [1], or "Standard European CV" as everybody calls it, is the de-facto standard CV. It is often the compulsory format for CV for jobs in the public sector and it is also suggested by many businesses.
