Because the cost of upgrading the infrastructure to do chip and pin has always been more than the cost of fraud associated with magnetic stripes.

Well, and also that the people who get stuck with the bill for fraud are not the same people who pay for the infrastructure.
Is that actually the case? Who do you see making up each of those groups?
Then why was the transition done in Europe? Was there more fraud there?
