Is it really outlawing all political speech, or limiting the amount of influence the wealthy have over the body politic?

Political speech would still be permitted, politics would just cease to be the playground of who can wield money better to who has the better ideas.

And that is what has gone wrong with democracy -- the ability to buy power with money. So long as that is possible, democracy will always have a half-life.
