Hi, I'm the author of swirl, such as it is. In principle there's nothing stopping you from streaming anything with PPSPP. The current erlang implementation could run on an android tablet for example. There's a fair bit of work remaining, in particular browser/client support is something I've not even considered, it's not my speciality.
I'm sure VLC and Firefox etc would be awesome clients, but one step at a time.
