For example, an article called "Why this stretch of highway has a speed limit of 30 mph" would be expected to say something like "because there is a history of accidents there due to the narrow shoulder and tight turns" rather than "because the transportation department, which is in charge of setting speed limits, posted 30 mph signs there."
