The sanctions are in place because the Sudanese government has numerous human rights violations and supported terrorist elements in the 90s, including Osama Bin Laden. The issue is that the sanctions hurt regular people way more than the government. The government is a dictatorship that has been in power since 1989, there are protests against the government almost every year, usually ending in a few deaths. I'm not sure if fraud has anything to do with it, but I can see that it may be an issue. |
