Sometimes malice tries to hide behind stupidity's back. What you are suggesting (or quite in the spirit of that) is currently being implemented in Russia [1] as a so called Unified Register of Forbidden Websites. It is perceived by a lot of people in Russia as a dumbest initiative by government in the whole IT-regulation field and continues to produce suspicious, erroneous, as well as erratic and simply idiotic bans.
