While you were likely pointing out that the problem "would not otherwise exist", I'd like to propose that the problem might "not actually exist".

I was flying a few weeks ago and the pre-check line was backed up with 30+ people, while the normal security line was empty and I passed right through in seconds. I haven't been to Dulles in years (described in the article), so I'm not sure if it is worse there.
