You know, I never thought of that, but of course they can steal from accounts. Traditional bad guys do it all the time, why not government bad guys. They're probably officially doing it now to major players, and "rogue" analysts are probably very occasionally doing it to minors for personal gain. EDIT: It seems like the NSA would be a HIPPA violation by its very nature. |
