I might be completely off here but it almost seems like they don't actually want people to quit. They just want the tax money.
I know when I smoked I could get a 2 week supply of patches OR gum (at the time) but that just wasn't enough to actually get to the point I needed. Maybe for some people it works but the success rates aren't that great, if I recall. EDIT:
I just wanted to mention that, I feel this, is completely the wrong use for taxes. They should be for raising revenue not for changing behavior. I don't have a great solution so I won't even attempt to go there. |
