At some point in the future, someone who decides to drive manually and gets in an accident may be liable for much more than they are now.

How so? Why would they ever be liable for more than actual damages?

Because they had a presumably safer alternative available. It might be construed as negligence. I'm not making a judgement one way or the other about it. I just think it's likely to happen.
