It just means that lower bit keys are less secure as was known. Folks have been trying to get people to switch to higher bit keys as a result. RSA-210 is just the name of the challenge: https://en.wikipedia.org/wiki/RSA_numbers#RSA-210 There's still 1024bits, which is still in common use and more people are switching to 2048.
