Having concept of "files" to be able to open pdf you just downloaded from email/browser inside pdf reader?

You can totally do that today.
Do you need the concept of files in order for that to happen?
Well, I think yes (mimetypes at least).
Sure, but the user doesn't need to know about the filesystem.
Yes. He doesn't. He just taps on file he downloaded. Or opens reader app (which scans all pdf's for him).
