You're right on. There's a WTO treaty on the Trade-related Aspects of Intellectual Property Rights (TRIPS), and it requires patents to be available in all fields of technology. See TRIPS Art. 27: http://www.wto.org/english/docs_e/legal_e/27-trips_04c_e.htm That's probably part of the reason why New Zealand did't actually ban software patents today.
