This was my initial thought given the dealership limitations in North Carolina, Virginia, Texas, Minnesota, and New York, but do you know for sure how out-of-state sales work? I'm asking because the report seems to use registrations and not just sales figures to describe the numbers in California[1]. To my knowledge a registration only occurs in the state where you're going to use the vehicle, but I don't know if the process varies for these trouble states.
