I believe the point was that a police state may not seem inherently evil as it gradually comes about, which is why it's so easy for it to happen without anyone noticing. Therefore, the overall larger point is: the populace has an even greater need for vigilance and paying attention, and to do everything they can to keep the powers-that-be in check while they can. |
