well...... the military and the 'national security apparatus' is at war, that much is for certain. Certainly Congress's authorized budgets seem to agree with the idea. But the nation itself is not at war, if that makes sense. So any changes in the day-to-day routine for the average citizen (or the governors of the average citizen) should not be evaluated as if the whole nation is on a war footing. |
