I opened http://dev1.codelathe.com/ui/core/index.html (URL in your screenshot) in Chrome (latest) but I'm not getting any phishing warning.

I opened the same URL and did get a phishing warning. Version 27.0.1453.116 m on Windows 7 x64.
It has now been patched to throw the error. It shows up now on Version 27.0.1453.116
Same here. I'm in Chrome 28 beta.
The issue is much more complex. It appears in the latest live production version. if any of you are part of Google chrome team we can show you.
I just followed that link in Chrome Version 27.0.1453.116 and did encounter a phishing warning.
I received the warning. Chrome 26.

No warning on OS X with Chrome 27.0.1453.116
It is because this domain has been added to whitelist which is now overriding it

No warning with Version 27.0.1453.110
