It doesn't have to be a perfect technical solution. They can outlaw VPNs - they just make it a law. Enforcement will be selective, although I guess for some well-known handshakes they could perform blocking. If they detect something like what you described, they can flag your account, ask for justification, use as "evidence", etc. |
