the license also undermines the legitimacy of the ruling party without reducing the spread of information and propaganda that goes against the ruling party - these tend to arise from smaller (individual) publications which are not governed by the license. the motive of free speech restriction just doesn't fit the consequence (grant originators the benefit of intelligence). |
